[NLRS] Regional tropo up some again

 Both of these beacons have been building and are very strong here right now, both a bit over S9.

 Hearing the N9EM/B on 432.305 at S5.  EN53hb.  I believe its 50 watts and an omni.   The WD9BGA/B on 144.297 in EN53ba is up too.  10 watts and an omni.
