I tried a bunch of tricks with "wget" and "curl" on Linux, including
throttling the download to a slow rate, telling the server not to
compress, etc. and it always fails at the same place.  So, I don't think
it's your browser or anybody's client-end software.  It's a server side
problem. 

I think the server has some (perhaps unknown to them) security features
enabled that are actually killing the transfer.  If the file were just
bad, you'd still be able to download a bad copy.  Instead, something
is actively killing the transfer before it completes so this suggests
something is scanning the bits and maybe thinks there is malware in it
or something they (the hosting service) don't like.

Might have to send I0NAA a note and let him know folks can't download
his stuff ...
