Welcome to amateur radio!
I’m afraid I can’t really answer your question about local repeater activity as I don’t tend to use the much other than for public service activities, however, you will find activity on the various FM simplex frequencies. On two, 146.520 is the national calling frequency as it 446.000 on 70cm. There is activity on both throughout the day and putting out a call there should garner some response. If you are equipped for SSB and CW, you’ll also find some on and around 144.200 although not as much as on the FM part of the band. Furthermore, with a SSB rig, you will find some on digital modes such as FT8 on 144.174MHz.
This mailing list is really focused on the narrowband modes (SSB, CW) rather than FM so you may find better answers to your specific questions elsewhere, perhaps on a local club’s webpage/mailing list. The St Paul club is pretty active.
