[NLRS] RE ARRL digital disruption

There was an ARRL Bulletin released yesterday which is the most information we have got so far.They stated that LOTW was "unaffected" and it is offline as a precaution. All in all the most encouraging news so far.

I have also been a bit put off by the lack of information from the League, but there may be forces at play here that none of us fully understand. I'm trying to be patient.
