[NLRS] RE ARRL digital disruption

And they have been involved since the start, as I understand it. I 
believe it was their request to not make any statements about the nature 
of the outage. Since we're getting to hear more, I'm assuming that their 
investigation is nearing the end, and the League might be able to go 
back to normal operations, and messaging.
