[NLRS] Beacons at K9KL in EN64ck

Our collection of beacons near Green Bay were lost in a violent wind 
storm a couple years ago.

Several hams have worked to restore them, thanks to the support of K9KL, 
WD9EGE, WD9BGA, W9ZIH, K2YAZ and myself.
