[NLRS] New 2m and 432 beacons

Hello NLRS land
We have two new local area beacons.  They are:

N0KP/B  144.273  EN34fs  1 watt to a halo.  N0KP/B  432.273  EN34fs  1 watt to a halo.  

Both beacons may be expanded to 10 watts following a trial period.   With this, the Twin Cites now has beacons on 6m through 432.  The other beacons are:
N0KP/B     50.073  EN35gc  10 watts to omniW0ZQ/B  222.060  EN34it    20 watts to big wheel omni
