[NLRS] 10ghz offset dish feed

I don't think it matters if it's conductive or not. If you're not going to
use the 24 GHz part, the 10 GHz section will not be affected by the 24 GHz
section. When I got some WR-42 to SMA transitions, they came with plastic
covers. I would just put one of those over it if I'm not going to use it on
24 GHz.
