High frequency traders on Wall Street have been experimenting with using
the HF bands to gain millisecond level advantages over others who are using
fiber, copper, or other data communication means. They are now seeking from
the FCC a permanent allocation between 2 and 28MHz. This will be used on a
worldwide basis e.g., Toyko/Chicago/NY/London
