[NLRS] 3456 to 3400

Unfortunately it appears the only way to make the conversion is with a 
DigiLO, which I don't have in my unit.  Considering the fact I think I 
have made all of about 3 QSOs in the 15 years I've had the band I'm not 
sure it's worth investing another $100 in it.
