Copying it here (@ 19:16 UTC) at about S5 on a vertically polarized,
unity gain, discone antenna.   I don't recognize the modulation either
and don't currently have plumbing from this receiver to anything that
could attempt to decode.

Seems to be centered at 144.251.750 according to my IC-R8600 which is
phase locked to GPSDO reference.

There may be two stations, one is weaker at about S3 and issues periodic
"pings" and then the louder one responds with a wider bandwidth
multi-tonal modulation that's about 2 KHz wide, 1 KHz each side of
the above center.
