Over the years the theory that weather, particularly thunderstorms, are linked to E propagation.  Those theories have been debunked and then recreated in a different way based on yet new data several times.  There is a website now that uses jet stream information, the wind at ~ 30,000 ft, to create a E's Prediction Index, or EPI, map.  A (very short) summary of the theory is that areas of significant jet stream winds, those areas where such turbulence and shear is created, in combination with thunderstorms, create enough lift in the upper atmosphere to cause what are called gravity waves that help to upward compress or concentrate ions from burned up meteors to create E layer ionization.
