Oh...I missed the note that you were looking for a program rather than a
web resource (which Chris noted).
You might try W4SM's wingrid.exe, currently version 5.2. You can download
it from his webpage www.keplerian.com It can handle both degrees (in
several formats) and grid locators to eight characters.
