[NLRS] Minnesota QSO Party on Saturday

The 23rd Annual Minnesota QSO Party is happening Saturday, February 6th,
2021, running from 1400z (8:00 AM CST) to 2359z (5:59 PM CST). The
exchange is name and county for Minnesota participants, with
out-of-state participants sending name and state/province or DX.
Operations are on 160, 80, 40, 20, 15, and 10 meters with a limit of 100
W or less for all in-state participants.  Full rules, a map of planned
