[NLRS] June vhf rule VCAT.5.3.6??

This states no station may make more than 100 Q's with any specific rover.
So if a classic rover goes through say 10 grids and runs 5 bands, they may only work 100 q's with another single rover? 
Say they are at a grid corner and end up working one rover in the same area in all 5 bands from 4 different grids each...that is 80 Q's, so then the 1st rover goes to the other 6 grids in plan, he or she may only work that other rover 20 more times regardless of many other unique location spots?
