I like Donn's thinking even better.

Why NOT just go to 3400.1 for terrestrial as well as EME? As I mentioned
the directionality of typical antennas for the band PLUS given that EME
stations are pointing up into the sky versus pointing toward the horizon
for terrestrial contacts.

Easy enough to move up a bit (3400.2 or even higher) if there ever WAS an
interference issue.

Maybe center any 9cm beacons around 3400.5?
