The way I read it is that they are not intentionally injecting RF into the
power lines. They are using their LWA antenna array to listen to the
"natural" broadband noise radiated from the power lines that is reflected
from the E-layer and characterizing the current state of the E-layer from
that received signal. There must be more info or publications somewhere
that would give a definitive answer.
