Hi Carl.
Most guys first make contact on 6 or 2m, then QSY to 1296.  Random Q's on 1296 happen, but its rare.  1296.100 is the "calling" freq, but when people QSY to 1296 from a lower band they often pick a frequency off the calling freq like 1296.110 or 1296.120.

Subject: [NLRS] 1296 frequencies for June contest?

I Have a new IC-9700 15 Element Loop antenna up and would like to try the contest this weekend. What frequencies should I be listening on 1296?
