[NLRS] Rain scatter program

Hi Jon.

Speculation as I haven't tried it (no Win10 I still use XP), but its Java-based amd as 
such "shouldn't" be limited to any OS.  You would need a Java run-time package 
(minimum - - you shouldn't need the full develpoment suite) that runs on Win 10 but other 
than that there shouldn't be any problem.  (He said with his fingers crossed.)
