[NLRS] 10GHz LO Query

Before everyone started using GPS locked LOs, the most common option
was a simple crystal oscillator multiplied up to 639 or as needed. The
best option for stabilizing it was to add a DB6NT QH40a crystal heater with
a Styrofoam peanut for added insulation. I used that method on the
DB6NT 10GHz transverter I was using at the time. After a 15 minute
warmup it was more than stable enough for rover use if I left it
powered up. I considered it accurate enough to be within a few KHz of
10368.1MHz and stable enough that I often said my FT817 drifted more
than the transverter. So don't give up on a plain crystal oscillator.
