Maybe the RF or control transistors are oscillating at 20 or 30 kHz to 
produce modulation to create spurs. Or oscillating at what ever the spur 
spacing is. Might be in need of some large capacitors connected to the 
RF circuits through choke coils to short out the LF oscillations while 
allowing the RF to pass. Could be that the LF bypasses are electrolytic 
capacitors that have gone bad with age.
