[NLRS] Fwd: 10 G log enteries

>From what was originally relayed, based on Bart's reply to Gary's inquiry,
my read was that there is no need to worry about "off time" with respect to
log submissions. The rule, limiting total "operating" time to 24 hours out
of the 42 hours specified for each weekend, still applies (and should be
complied with) but I interpret that, at least for 2019, it will NOT be
considered in the log checking process. Bart's reply in part:

*Either way, as Bruce indicates, at present there’s not yet a Log Checking
function/tag enabled in the 10 GHz and Up contest scripts to verify off
times (notwithstanding checking files manually). Even so, if someone were
to say operate through the entire 42 hours with 10-15 minute move breaks,
there may be participants in their same competition area crying foul and
ARRL would need to find a way to make everyone happy.*

*In summary: Formally implementing Cabrillo is going to be a transitional
process, with goal of the betterment of scoring the event. There will be
some growing pains, and ARRL will certainly apply reasonable/fair
standards. *


When I finalize my log and submit it (and I will also be uploading ADIF to
LotW), I will be submitting my log with NO "OFFTIME:" lines. I will share
my results from my upload attempt.
