[NLRS] Support your local rover(s)

The K9JK/R CoROVERolla is not FT-8 ready either, but maybe this is my
incentive to gitterdunn. The FT-991 simplifies things a little (with
built-in USB for soundcard interface/radio control - just need to make sure
I can get that to work again...it worked once but I've not been able to get
it to work subsequently).

I'll also be able to try a mobile wi-fi hot spot

Rumor has it that a LOT can be done in 7 days ; - ) (and I've got 10). --jk
