[NLRS] New phone # for texting to the VHF+ spotting page

The Google Voice number for texting to the spotting page died earlier 
this year apparently when a request to re-register it went to the bit 
bucket.  So if you have the spotting number saved in your phone, please 
change it now to:  504-502-SPOT (504-502-7768)

That's the only change you need to make.  Your callsign is still mapped 
to your own cell phone number, if you have registered it previously per 
the instructions on the spotting page.
