[NLRS] Ac0ra plans

Plans to operate the 3 band class didn't quite work out maybe sometime in
the future.  Instead I'm going to just go out as rover and get on from the
4 local grids.  En31/32/41/42 I am going to try and get the bottom four
bands working.

Will be qrv on digital on all bands focusing on 6m Ft8 and Msk144 to see
what's possible in contest.  Of course I'll still be on ssb as well.
