There were several posts regarding this subject in the Elecraft reflector archives in October. The title of the thread is "Question for California Hams" and it began 12 October.

I did do a bit of "looking" before I posted, but found nothing other than references to 
the article itself.  Obviously, I had not seen what you had.  I've poked around a bit on 
the NCCC web site but haven't found anything there either.  Any chance you have a copy of 
what you saw that you could forward to me.  Just curious, but interested as to how it got 
"out of hand."  Thanks !!
