[NLRS] Repeaters in trouble in Cailfornia

I saw this "report" debunked on the Northern California Contest Club 
reflector. It stemmed, as I recall, from a situation a repeater owner 
created on his own. I don't know if it was negligence, stupidity, 
arrogance, or a combination of those, and other, factors but the 
repeater operator apparently did not play well with the owner of the 
site at which the system was located and made himself and his system 
persona non grata.

Given the density of Amateur Radio repeaters in California the interface 
between EMCOMM folks and local and state governments generally works 
pretty well.
