[NLRS] 2018 ARRL Contest Logs now viewable on the web

Hi all,

I just noticed a new option on the Top 'selection' bar of the
contests.arrl.org web site - "Public Logs" at the right hand end of the bar.

I checked it and submitted logs are now viewable for almost all of the 2018
contests (the 2018 10 Meter test is not yet visible but I suspect those
will be coming soon, along with 2019 RTTY Roundup and 2019 January VHF).
Contests for which logs are not currently submitted in Cabrillo format,
such as 10 GHz and EME, are also not there.

Lots of data to "mine" if you are so inclined ; - ).

Thanks to the 'behind-the-scenes' team at ARRL for making this happen. I'm
sure it was not a 'trivial' effort.
