[NLRS] Hurricane Florence & tropo

Based on the long range Hepburn Tropo Forecast (http://www.dxinfocentre.com/tropo.html), there looks to be some exceptional tropo by the end of this week cause by Florence.  This forecast will undoubtedly change some in the coming days as the long range forecast always does, but the story line is that the probability of some good tropo is high.
