[NLRS] January VHF Sweepstakes operating plans spreadsheet

Next weekend is the January VHF contest!  The weather looks much more 
favorable, with forecast highs in the mid-30's Friday and Saturday, and 
20's on Sunday.  Last year NLRS had 12 entries... can we improve on that 
this year?  Remember, an entry earns you a chance at a nice door prize
