[NLRS] Online payment of NLRS dues

Regarding the discussion of club membership, I believe I have things set 
up so that dues can be paid online, using the same mechanism that we 
used for online registration for Aurora '18.  It uses PayPal, but does 
not require that you have a PayPal account.  I believe there will be a 
small fee if you are not using a PayPal balance or paying from your bank 
account, but then again you don't have to use a postage stamp.

Dues paid at this time will be for the 2019 calendar year, which as I 
understand it should keep you in good standing up to Aurora 2020. I'd 
appreciate it if someone who needs to would actually use this mechanism 
right now, so I can be sure it is working properly!
