[NLRS] 432.324 Beacon

Scott, N0EDV, fixed his beacon on 432.324 from southern EN45. It is easily
the loudest I've ever heard Scott's beacon since he put it up. Running full
output of 4 watts now.

N4PZ is on 432.320 but I've found both do not QRM each other here in EN44.
