[NLRS] Bill Tynan, W3XO - SK

I just saw a note that Bill Tynan, W3XO has passed away.  No details, 
but I see that he resigned from his last position with AMSAT at the end 
of July due to poor health.  Was he able to make it to Wichita?

If you are not familiar with Bill, he was the VHF columnist in QST from 
1975 to 1992, a president of AMSAT and one of its most ardent 
supporters.  He was one of the most colorful people at any Central 
States conference, and you never needed to look to see who was talking 
when you heard his unmistakable voice.  I was delighted when he called 
me early Sunday afternoon in this year's June contest; only "W0UC" came 
through the QRM, but I knew to enter his call.

He was a really, really great guy, and we all owe him a debt of 
gratitude for his work at VHF.
