[NLRS] September VHF contest plans

The contest is coming up this weekend, and some good local activity has 
been posted.  Bruce & Janice are going to start up by Copper Harbor, 
Michigan and activate some rare grids that you may want to try to get 
for your VUCC, and continue down into central Wisconsin on Sunday.
