144.390 is the nation-wide APRS frequency. There are stations all over
the state and country transmitting packet radio on that frequency. If
you want to check if there is a known station near you, go to
<http://aprs.fi> and enter your city and state as the location for the
map and after the map is up, click the "Show Last" 24 hours button.

Since APRS is only a couple hundred KHZ or less from what you want to
receive, I'm not even sure a big cavity would suppress the signal
enough to help. The alternatives are to improve things until your RX
setup can handle the overload, or talk to the ham who owns the station
and ask about arranging quiet hours or just ask him to shut down while
you play EME. Or maybe you can collaborate to find him a better APRS
location that is far enough away to eliminate your problem. It all
depends what he is using the APRS station for.

The FCC says you are in New Hope, not even out of town! There are lots
of APRS stations in the metro, you'll probably find some within a
couple miles.
