[NLRS] Aurora '17 registration is open

Registration is now open for Aurora '17.  You can find the detailed 
invite on the website:

The usual registration methods are available;  read the invite for the 
online PayPal instructions, or print the registration form for mail-in.  
This reflector is the primary means of advertising this event, so please 
pass the word along to others, especially any new stations you hear on
