[NLRS] Tropo

I was on this morning also, but with no luck. Judging from the 
APRS map (http://aprs.mountainlake.k12.mn.us/), the better 
conditions moved off to the east. There did appear to be enhanced 
conditions earlier in our region, as Barry mentioned, but that 
seems to have moved on.
