[NLRS] NLRS webpage update

About 15 below outside right now. 5" of snow on Friday and about a 
quarter inch overnight.

I thought I had read that MUD 2018 was going to be at Fairborn OH, and 
the www.microwaveupdate.org web page says:

That is just east of the Wright Patterson Air Force Base. A whole lot 
more convenient for us than California.
