[NLRS] ARRL UHF Contest 2016 cancelled

So I'm clearly in the distinct minority on this.  It's interesting, though,
that the committee said that, "Many commenters expressed dissatisfaction
with the timing of the contest", but I'm hearing that there is general
satisfaction with the contest dates in this group.  Sounds like it would be
good to register your opinons with the committee as a counter-balance.

I do agree with everybody that simply cancelling the August contest for
this year without anything in its place was rather draconian.
