[NLRS] ARRL UHF Contest 2016 cancelled

I was one of those who, as mentioned in the release, said that the contest
would be much better in the spring.  So even though it's disappointing that
it's cancelled for this year, it's nice to see that they "heard" the
feedback and are looking to make that specific change.  I personally think
having that in April when it's cool and where it lands in between the Jan
and June contests would be great.
