[NLRS] Digital Modes in January Contest

Are digital modes legal? Yes. That's how many of the EME and meteor
scatter QSOs are made.
Is operating remotely legit? From what I understand, yes (as long as
the transmitter and receiver are within a 500 m diameter circle).
