[NLRS] Text inputs to the spotting page

If you can set the your browser window wider than the spreadsheet in the 
spotting page, then the Twitter feed of text messages neatly flows down 
the right margin.  If you need your window narrower, the Twitter feed 
will be at the bottom of the page, below the spotting spreadsheet.

and the phone number for SMS text input is at the top of the Twitter feed.
