[NLRS] Rovers using APRS

I have put the line back in the spreadsheet for rovers using APRS. That 
is a great way to keep track of rovers;  I have used aprs.fi to follow 
them.  Maybe there are better windows for following multiple stations?

W9SNR has APRS running, and since he will be near Chicago he should have 
a solid connection.  Bruce has run into a dead zone further up the east 
side of Wisconsin.  If any other rovers will have APRS, please indicate 
on the spreadsheet or let me know.
