[NLRS] Contest, Rovers, and Ridgeway Parkway

Just a note for the Rovers who use the parking area at Ridgeway Parkway in 
EN35ja for the Contest:

Its totally unusable this year !

They are working on the (bike ? walking ?) trail through the Parkway and the 
parking lot is full of equipment and large piles of dirt, sand, gravel, etc. 
No idea when it'll be done, but it certainly won't be before next weekend.
