[NLRS] W9FZ/m in 8 counties in MNQP

Janice KA9VVQ and I will be out as W9FZ/m activating 8 counties in MNQP.
We will mostly be on 20 SS with hamsticks.  But we'll also check 40m LSB
and 15m USB.  We've had bad luck on 40m not being able to find room AND
not being heard in-state. Yes, we are working on quality/efficiency of
40m antenna.

Ya know, we'll be close enough to the cities that metro stations "could"
call us on 20m and I bet we'd hear them.
