[NLRS] Ridgeway Parkway overlook

A note from Mel this morning reminded me that I had not reported on the 
construction at Ridgeway Parkway.

I was by there early last week and, while not completely finished, the 
overlook parking lot is OPEN.

Repaved, (maybe) slightly bigger.  The western-most end isn't usable by us 
anymore as that's where they've placed the Handicap parking (used to be on 
the east end).  This makes it harder to see the building downtown for 10GHz, 
BUT they've added a large concrete "pad" and sidewalks (wheelchair access, 
I'm guessing) on the west end that is better than before.  The only 
"problem" is that its 150' or so from where you need to park.

There is still some landscaping on the overlook and finish-up work to be 
done on the sidewalks (trail) but it should be OK for VHF Contest use.
