[NLRS] 3400 vs 3456 MHz

Hello to all
As Barry mentioned earlier, we have migrated all worldwide EME operations at
3400 MHz. In North America, we started at 3456 and some of Europe was also
on 3456 but the majority had migrated to 3400 where their weak signal work
is as well. Since there is so much more 9 cm EME activity at 3400 MHz in
Europe, Barry, myself and others decided to follow suit. We have a split
band situation on 13 cm EME and it is quite a pain. US can only operate at
2304. Canada can use both 2304 and 2320, Europe can also operate both 2304
and 2320 but they tend to migrate to simplex on 2320 as there is more Europe
activity on 2320. JAs were on 2424 and have now migrated to 2400. We have
considered migrating all EME activity with a couple of exceptions like VK to
2400 MHz. Would have been convenient back in the AO-40 days when the down
link was 2401.
Bottom line, It was just a suggestion for 3400 but I have seen no areas of
the US interested in making the change and most likely it will not happen
any time soon. As a result, I have multiple transverters and I still play
terrestrial at 3456 MHz. Just as a sidebar, for years I ran mast mounted
preamps on 2304 and 3456 but recently I have had to add a bypass mode as I
found out my mast mounted preamplifiers with no pre-filtering were
generating my own third order intermods that occurred at 3456 MHz! We are
not alone anymore on our favorite microwave bands.
Keep up the good work in the NLRS. I will go back to the monitor mode from
Dallas.

Does anyone know why the ARRL made this recommendation?

Three years ago the ARRL recommended that terrestrial users of
3456 MHz move to 3400 MHz as time and resources permitted, and I know that
most EME operation on that band is around 3400 MHz.
However, I am wondering if there has been any move in this region to 3400
MHz. In other words, if I buy a transverter for 9 cm, should it be set up
for 3400 or 3456 MHz?
Thanks & 73,
