[NLRS] Possible VHF rule changes & roving

We ( K0BBC and I) generally do beacon our rover location via 2m APRS, but not our operating frequencies. However, it doesn't do anybody any good much of the time, because when we're roving in western SD, there are few digipeaters or igates to pick up our packets.For that matter, cellular data isn't always available either, so guess we'll stay invisible unless spotted on 6m by someone else.
