[NLRS] Third time is the charm???

I wasn't in the bad weather; I was in EN50rl and the stations I worked on
10 GHz were in EN52sa and EN51nv. Conditions were less than normal; W9ZIH
in EN51nv noted that my signal was about half the strength it usually is.
That was after we got our dishes peaked. I also noted with W9SNR/R in
EN52sa that signals both ways were not as strong as they usually are for us
on that path. Same on 2304, 3456 and 5760.
