I recall some measurements published in CSVHF or early Microwave Updates 
for 1296 from a conference in Colorado. Probably K0RZ was involved. 
Check the vintage indices at N6TX's web pages 
www.setileague.org/articles/proceed.htm though I didn't find it there
in a quick scan.

There mighbe some discussion in vintage ARRL VHF manuals and in G3SEK's 
VHF?UHF DX Book which has good chapters of propagation.
